Recognizing the very great importance of this Ordinance from an Imperial as well as Local point of view, our friendly relations with China so much depending on its successful operation and continuance after the one year's probation agreed upon, it has been my constant endeavour to guard against any just cause of complaint either on the part of China or our Mercantile community, and you will be glad to hear that no complaints have been made regarding the manner in which the Ordinance has been worked on our side.
